Key success parameters for the project are:

1. The project objectives are achieved.
2. The project developed has broad community support.
3. The project developed is affordable and has maximum flexibility to accommodate possible future technologies and legislative changes.
4. Development of the project is founded on the principles of ecological sustainability and social equity.
5. The project developed supports the Lower Clarence County Council's desire for wise water resource management in the Region.
6. The project developed takes account of Aboriginal heritage issues in the Region.
